Richard Millington notes the Kraut and Resnick book "Building Successful Online Communities: Evidence-Based Social Design" suggests making a list of what the community needs.
This is a compelling paper that describes a framework for understanding and assessing how value is created in communities. Although not specific to online communities, I think it applies directly, and is particularly relevant for associations because the primary measure of value is "learning."
